Falcon and korg

Why does korg still shrug debuffs while locked on? His AA for shrug doesn't exceed the 100% limit from falcon

    Abilities aren’t classified as defensive or offensive in the game actually. It all depends on whether or not the ability occurs while ATTACKING or being ATTACKED. The prior constitutes offensive ability accuracy, and the latter constitutes defensive ability accuracy. Just like Magik’s limbo. Her limbo itself is not classified as a defensive or offensive ability. But triggering limbo by being attacked is subject to DAAR and triggering limbo by activating a special is subject to OAAR. hope this helps explain it.
