Human torch debuffs falling off too fast

It seems like some of human torches debuffs are falling off too fast or not applying at all. I've encountered this twice in battlegrounds. Once against doom and once against ibomb. Occurred here in arena against yondu

    Are you running double edge? Torch’s incinerates last 4 seconds shorter if he’s suffering from a bleed
