Hulkling to the basic pool?

I don’t usually concern myself with this but with this EOP ending soon I figured I’d ask. When will Hulkling be added to the basic pool? Thanks in advance!

Speaking of which...has the official announcement come out yet this month saying if he is "balanced"?

I made an exception for I-Doom because of prestige (and he is unlikely to fall out of top 5 any time soon)... but I'm not R4ing any new champ until that announcement comes out.
