Constant Heavy Spamming by AI

Is anyone else experiencing literally constant heavy spamming by the ai?

I'm not even holding block. Simply dashing backwards and baiting a special with an opponent that has 2 1/2 bars of power, and i literally get pushed all the way across the screen by the AI spamming heavies over and over and over again.

Is this a glitch in gameplay? Certainly seems like it.
