EOP MODOK no power from landed hits

In the Eternity of Pain MODOK fight
I see that there are hits that generate no power when I land hits under the next conditions:
- Close to gain a bar power
- Close to the Tranquility timer finish

This happens several times throughout the fight and it is concerning as this prevents to gain a bar of power as it will be drained from the tranquility node

That is part of Modoks regular

It’s likely the reduced power gain from his special 1, lingers for a moment after it finishes.

In the video it can be seen that there are no Force field charges
Perhaps like @CoatHang3r mentioned
Could it be a lingering efect from SP1?
Either way it is not working as intended
Or am I missing something else?

After watching the video it is being caused by the special 1 granting no power. Intended? It’s been that way since his release.

Well it should not work like this
The description says that the sp attack generates no power in the attacker, not that the attacker can't gain power 1 second after sp1 activation
