Black cat vs. Domino DAAR fail damage

I was wondering, if BC functions, how she is supposed to.
Awakened Domino has ability to punish opponents everytime, their def ability doesnt trigger. That means, if you go against Stark Spidey, he will take damage very often, since he has 3% chance to evade all hits, and Domino makes that chance even lower.
However, Black Cat does this, only, if the ability is supposed to trigger, meaning, if you have 30 hits already and sabotage active, if you go with her against Spidey, he will take damage and pause his debuffs only in 3/100 hits, when he was actually supposed to trigger evade, but he didn't, due to 100% daar.
But Black Cat has same ability description as Domino. I suppose Black Cat functions the way she is intended to, because she would be pretty damn strong, if she would pause and burst same way as Domino, but still, I'm quite confused
