Bounty Triggered w/o Collecting Valor

So a friend in a different alliance had a bounty trigger under his name when he was not online. Now, I originally just thought it might be a overlook on his behalf but now someone in my alliance triggered a bounty when he did not collect any bounty at all and was baffled when I mentioned it to him.

    I've "found" 3 bounty missions while grinding arena and collecting no valor. The real trigger is a mystery.

    This triggering is a ****. No logic behind that. Can't control the event.

    I’ve been grinding the featured arena and no tests of valor was triggered.
