Professor X bug

I'm pretty sure professor X isn't able to avoid miss unless he is above a certain amount of cerebro charges right? I just lost a battlegrounds match because I got hit while Phasing (with Ghost to start the fight) by professor X. Am I missing something or is it a bug

Ghost can’t miss psychic attacks. All of professor X’s attacks are psychic. Not a bug.
