Little question about dexterity status

So I was wondering, what is dexterity ? Is it a buff ?
If it is, then why can’t you steal it with Loki’s L1 ? And why doesn’t HulkBuster gain enhanced armor when you trigger it ?
And if it is not a buff, why does it trigger MD, and other stuff ?
Please fix this cause this makes really no sense
