WHY TOP PLACES ARE STILL OBVIOUS MODDERS IN BG?

I saw a post about modders' ban announcement and removal from the leaderboard then checked the leaderboard and it's still full of modders and they still playing, matched them...why?

Yeah, not sure I understand why they are not acting more quickly on that given how frustrating it is for "real" players to see those guys over there for that long.
