He is gaining a regen buff and regenerating as well but he is supposed to regen 7% in 10 seconds, while he is regenerating only 1% over the time.

If overseer is at 90%, then 100% of his missing health is 10% of his total health.

Missing health is the amount of health you are missing.

It means that if he's at, let's say, 85%, then he'll regen 7% of the missing 15%. So 7%(missing health) * 15%(total health) = 1.05% of total health

Basically, if you want to see a bigger regen you need to be at low health
