Quicksilver not doubling charges on last hit of special 2

I recently took my QS to R3 and love him, but whenever I use my special two, the last hit is not doubling whiplashes on the opponent. Is this a skill issue by me, or is something else happening?

    You need to be in terminal velocity mode to double the whiplashes with sp2
