Hulkling sp3

Am i understanding it wrong? Or is hulklings sp3 bugged, it says the buffs are paused when i have two or more for the rest of the fight but they never get paused.

It pauses 2 Bulwark buffs.
If you don’t have two Bulwark buffs, then it pauses 2 Aptitude buffs.
If you don’t have two Aptitude buffs, then it pauses 2 Pierce buffs.

It only pauses two of each buff once per fight
