I would go with Ghost but Knull and Quicksilver are also good champions

There's 3 questions to ask yourself-
1. Am I chasing prestige? If yes, rank a prestige champ like Quicksilver.
2. Am I ranking to fill a need for BG's or AW defense? If yes, rank Knull or Scorpion.
3. Am I in a highly competitive alliance? If no, rank who you like playing.

The difference between R3 and R4 isn't that much honestly. So ask yourself those questions and go from there. Personally, rank who you like.
