I wasn't cavalier till yesterday, few days back i spend almost 1.5m scrap by explore quest, but after becoming cavalier in regret it , becuase cav rewards are so much nice then uncollected one's.
All i get is 8 t5 basics and some shards.

Buy everything on last day of event

just to clarify, the store will not provide more value, but rather make it much more simple of a process

But since Scrap cost/rewards is tied to Progression, your upcoming Scrap Store would probably be tied to whatever Progression you are at at that time, not what you are currently at.

So if you will be advancing progression, probably better to hold onto it now and get better benefit when Store comes online later.
