Fix Tests of Valor

I think everyone can agree that the TOV isn't working smoothly. Infact Grandmaster Goldblum just comped us!
I for one have not unlocked a TOV, I have had many, many pop up messages telling me to go to fight or whatever, then no TOV.
My idea is this:
Have the Test of Valor pop up for one random member of each alliance, at a set schedule. Then if they miss it, it's there own falt.
I enjoy the TOV mini fights and the rewards are awesome, just please fix it.

    Btw I have the icon, my alliance has only triggered 2 times total. I have been checking my in game alliance tab, since this is where I noticed our first TOV. I have also finished normal and heroic.
