Neutralize in battlegrounds

Why does neutralize not prevent chitarin armor ups? Is there an ability accuracy reduction that I’m not seeing in these bg meta nodes?

I believe there is a bug currently with that interaction where the charges won't reset and stay at 10 so each hit gives an armor up buff.
