Aarkus reduces Power Burn 80% but no effect in BGs?

According to his abilities, Aarkus “reduces the potency of Power Burn EFFECTS by 80%.” However in battlegrounds he seems to take full damage from power burn. Why isn’t the damage from power burn treated as an “effect” of power burn?
