    also I want to know who is next ? for ex. when somebody opens this and its over —> so next ? when will it be opened by a member of alliance or who ll be next

    The quest is randomly trigger when a alliance player collects valor.

    however my opinion is that there must be a board or table or etc. when will be opened or which members had their chance..

    It will be open when an alliance member collects valor. It can only be open after the last one finishes
