Not seeing Level 5 Solo events

Are you TB or higher? At Cav I only have 1-4 objectives even though I can run 5 for the quest path/completion/exploration rewards if I want.

Guess they could have locked out the quests themselves too, but if you’re strong enough (or revive/heal enough) to run them, you should be able to do so.
Just that some level of the Rewards (objectives) for them are based on Progression.

Uncollected only has 3 levels of Objectives (even though the quests are open).
