Apocalypse in BGs

Is it by design to have him at 4 charges going into the BG fight? Kinda ridiculous imo lol

It's part of his abilities. If he's defending he starts at 2 charges. If the opponent is a mutant he gains +2 charges. It's usually a bad idea to fight Apoc with a mutant
