Green Goblin Update Concept

This is an early concept for a Green Goblin rework that I created for fun. I designed it fix his "RNG" focused toolset while favoring the idea that the Goblin melts his opponents with accumulated damage over time. Values in "XXX" change depending on rarity, and the Synergy suggestions at the end would replace the synergies that come from the Goblin himself (outside synergies have yet to be considered). I appreciate any and all feedback, and give my blessing for the concept to be used by Kabam themselves (partial or otherwise)!

Abilities:
Psyche
- Norman Osborn’s split personality manifests into two different Psyche passives: Madness and Cunning. Norman can only have one of these Psyches active at a time, one’s activation deactivating the other.
- Depending on which Psyche is currently active, the final hit of Special Attacks 1 and 2 inflict a corresponding Pumpkin Bomb debuff for 14 seconds.
Madness – Psyche
- Norman has a 10% chance to trigger Madness whenever he would be struck. This chance is increased by a flat 90% during Well-Timed blocks. Madness grants the Goblin immunity to Taunt, Infuriate, and Intimidate effects.
- While Madness is active, the opponent suffers 45% reduced Ability Accuracy during their Special Attacks. Additionally, the Green Goblin regenerates 60% of damage taken from Basic attacks (including blocked hits). The value of both effects decreases by a flat 15% for each unique Buff on the opponent.
Cunning – Psyche
- When Norman would strike a stunned opponent, or punish an opponent recovering from a Special Attack, he triggers Cunning. While the opponent is using a Special Attack, Cunning extends the invulnerability window of the Dexterity Mastery by 33%.
- While Cunning is active, the Goblin’s Pumpkin Bomb effects activate with +5% Duration for each other currently active Pumpkin Bomb effect.
Heavy Attacks
- Refresh the duration of all Pumpkin Bomb effects. Cooldown: 15 seconds.
Special 1
- Each Laser Blast drains 8% of the Opponent’s Max Power.
- Madness: Inflict Poison, dealing XXX damage.
- Cunning: Inflict Weakness. Potency: 30%
Special 2
- The opponent gains no Power when hit by this Attack.
- Madness: Inflict Incinerate, dealing XXX damage.
- Cunning: Inflict Spectre. Potency: 30%.
Special 3
- Trigger a third Psyche: Menace! Menace combines the effects of both Madness and Cunning and is treated as both for all his abilities, but neither can be activated while Menace is active.
o Menace grants the Goblin +5% Combat Power Rate for each unique debuff on the opponent. Menace deactivates after the Green Goblin finishes a Special Attack
- This attack applies all the Goblin’s Pumpkin Bomb effects. If any of the effects are already active, the Goblin instead inflicts a Degeneration debuff for each one. This Degeneration is treated as a Pumpkin Bomb effect and deals XXX damage over 14 seconds.

Signature Ability: Down Came the Goblin
- Begin the fight with Menace active, deactivating after the Goblin finishes a Special Attack.
- While Menace is active, the Goblin’s attacks have a 10-75% chance to ignore the effects of Miss and Evade. This value increases by a flat 25% when fighting #Spider-Verse Hero champions.

Synergies
- It was me, Peter! – Spider-Man, Spider-Man (Symbiote), Spider-Man (Stark Enhanced), Spider-Man (Stealth Suit)
o Green Goblin (Solo Synergy): Whenever the Green Goblin would prevent a Taunt or Infuriate effect due to an immunity, apply an identical effect to the opponent.
- Split Personality – Iron Patriot
o Green Goblin: When a Pumpkin Bomb effect is prevented by an immunity, apply an identical passive instead.
o Iron Patriot: Special Attacks now trigger a random Pumpkin Bomb effect. When Iron Patriot would Burn Out, consume all currently active Pumpkin Bomb effects instead (Minimum: 1).
- We Attack His Heart – Doctor Octopus, Venom
o Green Goblin: While Madness is active, its regeneration triggers when Green Goblin would take Burst damage. This includes damage from Power Sting and the Recoil mastery.
o Doctor Octopus: Research Categories reset to 50 after a Breakthrough effect expires, instead of 0.
o Venom: When activating a Special 2, each converted Genetic Memory buff gains a 30% chance to retrigger itself.
- Presentation! – Mysterio
o Green Goblin: Gain immunity to Incinerate and Poison while Cunning is active.
o Mysterio: Begin the fight with Frenzy Gas active for 10 seconds.
