Herc broken again?

So I did some paths in 3.1 event-quest and saw this:


Did a whole video. No burst damage after any hit, though I already gained some feats of strength through intercept and (not stunned) heavy and intercepting and hitting heavys doesn't give you new feats.

    That is ultron’s sig ability interacting with Hercs feats and direct damage.
