Is there a reason Galan isn't triggering armor break for cosmic monthly TB quest?

Did a few fights with Galan and not once triggered an armor break then next fight I trigger armor breaks left and right with herc?

Never mind just reread it saying "each" armor break...at first thought it was basic attacks have a 10% chance to cause armor breaks..whoops
