is there any way older players get them 1* Starky and OG Cap too?

Probably the OG Spidy buff going to be disappointing, so Kabam decided to switch the spiders in order to satisfy new players' experience

They be the same - and they won't change if and when he's buffed: according to this month's patch notes, Kabam are going to make all 1* champions have their 'original kit':
