About Winter Soldier
In the heat of World War II, Bucky Barnes gave his life for his country – or so Captain America thought. His frozen body was recovered by the Soviets, who turned him into an unstoppable, fearsome assassin – and their puppet! Freed from Russian control, Bucky now fights on the side of the just and righteous.

Character Class: Skill

Abilities: Precision, Ammo Stockpile, Bleed, Intimidate, Infuriate, Physical Vulnerability, Sabotage

Strengths and Weaknesses

Strengths - Strong Critical Hits, Bleed/Incinerate Damage

Weaknesses - Bleed/Incinerate Immunity, Critical Resistance

The Following Stats and Abilities are based on a Rank 5, Level 65, 5-Star Champion.

Always Active
Winter Soldier is immune to all Ability Accuracy Reduction effects.
Personal Debuffs cannot be Purified.

Ammo Stockpile - Passive
Activating a Special Attack or Dashing Back and holding Block for 1.2 seconds switches to the next Ammo type.
Winter Soldier can use 3 of the following Ammo types:
Armor Piercing - Winter Soldier ignores the opponent’s Armor Rating.
Incendiary - Winter Soldier Incinerates the opponent, dealing 4299.4 Energy Damage over 8 seconds.
Hollow Point - All Bleed effects last 50% longer.

Fight Start
Winter Soldier loads 1 type of Ammo into all of his Guns.

All Attacks
Dashing Backwards after landing the first, second, or third Light Attack inflicts a non-stacking Infuriate Debuff for 7 seconds, making the opponent more aggressive and reducing their Offensive Ability Accuracy by 50%. Cooldown: 14 seconds.
Intercepting the opponent with this effect inflicts an Indefinite Physical Vulnerability Debuff, reducing Physical Resistance by 700. Max: 10.
Landing a Light Combo Ender inflicts a non-stacking 525 potency Intimidate Debuff for 7 seconds. Cooldown: 14 seconds.
Striking into the opponent’s Block with this effect inflicts an Indefinite Sabotage Debuff, reducing Defensive Ability Accuracy by 20% and dealing 1848 Direct Damage whenever their Defensive Abilities fail to trigger. Max: 10.
Opponents can only be inflicted with either an Infuriate or Intimidate. Inflicting one will remove the other or its cooldown.

Heavy Attacks
Each hit inflicts an Indefinite Bleed Vulnerability Passive, increasing the potency of all Bleed effects by 5%. Max: 10.

Special Attacks
On activation, gain a Precision Passive, increasing Critical Rating by 700 per level of Special Attack used for 20 seconds.

Special Attack 1
On activation, inflict an Indefinite Injury Debuff. Hitting an Injured opponent bypasses 25% of their Physical Resistance.
These Injury Debuffs max out at 4 stacks.
The last two hits have a 55% chance to inflict a Bleed Debuff, dealing 4169.2 Direct Damage over 4 seconds.

Special Attack 2
On activation, gain a Vicious Passive, increasing the potency of all Damaging Debuffs by 50% for 20 seconds.
This attack gains 34.15 Critical Damage Rating for each of Bucky’s indefinite effects the opponent is suffering.
The final hit has an 85% chance to inflict a Bleed Debuff, dealing 1378.65 Direct Damage over 4 seconds.

Special Attack 3
100% chance to inflict a Bleed Debuff, dealing 14580.5 Direct Damage over 4 seconds.
Inflict a non-stacking indefinite Sunder Passive, reducing the opponent’s Critical Resistance to 0 and preventing it from increasing.
This attack gains 1894.9 Attack Rating for each of Bucky’s indefinite effects the opponent is suffering.
Activate all Ammo types for 30 seconds.

Signature Ability - EMP Upgrade
Critical Hits
An upgrade to Bucky’s Bionic Arm grants all Critical Hits a 20% chance to Power Drain his target for 30% of the target’s max Power.
The amount drained increases with Bucky’s Critical Damage Rating.

How Much For The Arms?
With Rocket Raccoon
Winter Soldier (Old Effect): Activating a Special grants a Precision Buff increasing Critical Rating by 400 for 5 seconds. While it is active, Bucky’s Personal Abilities gain a flat +10% chance to trigger.
Winter Soldier (New Effect): Personal Precision Passive also increases Winter Soldier’s Ability Accuracy by 15% during Special Attacks 1 and 2.

Thunderbolts
With Taskmaster
Winter Soldier (Old Effect): Winter Soldier’s EMP Upgrade gains a flat +5% chance to trigger.
Winter Soldier (New Effect): Landing a Critical Hit drains 20% more Power.

    I like the rework, giving him more passives to increase his damage output. One question though is why his AAR can't be affected? I think it would make more sense if only his ammo switching can't be affected by AAR

    I mean do you have any idea how good the critical hits are on the Special 2? He'd have increased Critical Damage Rating during his Special 2 if you can stack on enough indefinite effects.
