Both Stun Debuffs and Stun Passives are Stun effects. And if a champ is passively stunned then a stun passive is active on that champ. They aren't exclusive. It merely means that it is impacting the fight.
Stun Debuffs and Stun Passives are both under the Stun Effect umbrella. If you are “immune to stun debuffs” then you are immune to stun debuffs but susceptible to Stun Passives. If you are “immune to stun effects”, you are immune to both Stun Debuffs and Stun Passives. If the community is using the term Effect to refer just to Passives then this isn’t correct. Similar to when people say “Passive Debuff” or “Passive Buff”, which are contradictory within the games terms and has gotten people confused with interactions. “Effect” is used in abilities and nodes to specify that something will be triggered by either a Buff/Debuff or Passive, unless called out by name more specifically. For example, the node One-Two Punch common in the Science EQ node sets says “Each time the Defender is knocked down while suffering from a Power Sting, Slow of Weakness effect, the Defender is inflicted with a Passive petrify.” Effect here considers both Debuff and Passive Power Stings/Slow/Weakness to be a trigger for the node. Effect isn’t used to mean Passive only. You can say something is a “passive effect”, but I wouldn’t recommend isolating “effect” as a shorthand for Passives because it’s not clear enough.
