Incursions Peni bug?

When node is tyranny and only villains gain power. Why was Peni gaining power? I don’t see anything in her right up that she would bypass that What am I missing?

Something like that happened to me in Incursions. I am sorry I do not recall who the defender was, just was confident they were not a villain. I won the fight so just moved on....

Had the same thing happen with Nebula as the defender.
