One week ban confusing reasoning

Is the reason to only ban a cheater one week that they’d feel remorse and come back an honest player? From what I understand that is the reasoning from kabaam?
What kind of rewards and progress can cheaters gain? From what I’ve seen it’s insane.
Would not a one week ban be worth it for the rewards?
Compared to taking way longer than a week as an honest player grinding it out to get the same or less?
What message is a one week ban sending?

I have not and never will cheat or mod. Despise it. But seriously don’t understand why it is so readily tolerated
