So many Legend titles, so many cheating

I am finding more and more legend titles out there, all these level 45 to 50 Paragon Legends
With R4 six stars ar rank 1
PVP for most is under 10
Is there going to be anything done to them or are they the new norm to fight against in war?
Or I mean lose against in war?

I don’t think they’re cheating.
It’s the danger room thing.

It’s not “easy” but does kind of cheapen the other legends that earned it straight up.
