Chaos node not working properly

I just had an incursion fight against Sam Wilson threat level 4, who had the chaos node (everyone's specials cause a random effect on both parties) and instead we both started with a random effect. First time I used herc. Sam got unstoppable and herc got bleed, ultimately I died. Second time I used red mags. Sam got weakness mags got precision at the beginning. I'm guessing this node is getting confused with that other one that gives you both a random effect at the start of the match? I cant remember what it's called.

    Yes, Chaos also applies a random one at the beginning too (just doesn’t say so in description).
    See ACT-4, aka War Machine boss quest, the quest with the amp'd up Juggs node.

    In addition to changing it upon every SP.
