Is viv good for rank 3?

Is Viv a good tech for rank 3? I will be able to get a t5 tech this month and was wondering whether I should invest. Also does it look like she might get a good rebalance (base stats and/or armor timer)?
Right now I have 5r5 nimrod and punisher99 is my only other 6 star tech.
