How come so many of the two*champions are not in the premium hero crystal?

I just noticed how many champions I missing as two stars, and was wondering why they are not in the premium hero Crystal?

Make em rare and sell em later.

You can get few 2* from Insider, but for others you gotta spend units on Rare collector crystals. 50 unit a pop.
Or wait for special 1* and 2* arena when collector crystals are in milestones.

And for a time, they weren't being added as 2*s, rare or not, because they were largely irrelevant after you got 3*s and 4*s and the earlier content was easy enough with the extant 2*s.
