So watched BG's stream saw shocker doing sp2 heavy charge big burst twice in one stun Period. Is it working intentionally or is this a not intended situation?

Given the fact that the 2nd hit of the heavy gains attack for every charge consumed, throwing a second heavy right away means you'd have no charges to consume and gain an attack boost from. It's a bug
