You actually wouldn't be able to dodge or parry better since the window for those 2 actions would be smaller. Fighting games use frames as a unit of measurement for the start up, execution and recovery animations. Simply increasing the cap would make you play worse. They'd have to adjust first the animations of 240+ characters before they could increase the cap, and looking at the last 2 years of input issues, there's a high chance it would just make things worse.
Well maybe they should've thought of this before lots of games have graphic settings but this one doesn't? It sucks to suck just saying if you can't even have something simple as that do you really call yourself a game.

If the game is running at 30 fps and you have a window of 10 frames, you would have 1/3 of a second to perform the dex. If you increase the cap to 60, you now have 1/6 of a second to dex. To correct this, the devs would need to adjust the timing of the dex animation, and they would have to do that for 240+ characters. They would also need to do the same for mediums, heavies, lights and special attacks. Like @Pikolu metioned already, it's probably way too much effort.

Kabam still haven’t managed to fully optimized the game performance wise as is even on higher end devices so 60fps would probably break the game
