Volatility charges starts expiring once he get one and he is never getting 3. As soon as he gets second, first one expires. I didnt find anything on youtube or his bio. Is this a bug or am I missing something important?

If he has 3 volatility charges and he activates a special (go for SP1 - easier to evade), after the last hit of the SP there is a blast coming towards you.
In phase one you have to interrupt the blast with a special, in phase two also first interrupting the blast with a special attack and the second time (and maybe third time as long as you have removal charges) you have to parry the blast, which throws the blast back to him.
Third phase is same as phase two but the blast can be a fire blast (orange) this blast you have to evade. And in the fourth phase you already have a remaining removal charge and always have to parry the plastic, but he can parry it back to you.
If you evade the green blast or just get it into your block without parrying it, your volatility charges are gone.
