Should the next summoners choice be all previous champions

Should the next summoners Choice be all previous champions that were in the last summer choices that did not win. If not please explain why.

It should be just 1 champion -> Spider Punk. The Summoner's Choice will then be used to determine the style of his jacket.

They can release some of the popular previous champs as monthly new champs.

I would prefer to see a fresh round of new champs as the previous ones has had their chance.
