Who to use sig stones on??

I have 25 generic sig stones(4star ones) and I'm debating on who will benefit more from it? I have OG Thor at lvl 17 , X23 lvl 29, and scarlet witch at lvl 41. Any input/advice would be awesome, thanks in advance
