You have to do at least one fight with Apoc. He will get four charges right away. After the first fight, you can apply horseman to a mutant.

You have to fight one fight with apoc first to get the charges. The synergy means apoc starts with 4 charges that first fight without needing to ramp up. After that you can make another mutant a horseman.

The wording is fine.

What it is:
"Start the first fight in a quest with maximum genetic code"

What you thought it was:
"Start the quest with maximum genetic code"
