Is it just pure unlucky that I have not had the chance to trigger Valor and yet within my alliance I’m the only one that has completed all 4 levels of the special quest and play the Arena constantly???

Yep that's just unlucky, going forward save the milestone rewards for arena and claim altogether when there isn't an active bounty mission.

That should get one triggered for you.

I too did all quests and none triggered, but hoarding the arena rewards until none are active seems to trigger them.
