Can't do 7 star celebration if your uncolected

I can't do the 7 star celebration event quest even though I'm uncollected is this a bug or am I missing something?

The event quest is only for paragon but a bug maybe it possible for Thornbreaker which they decided to leave so you can only get the quest when you reach thornbreaker

Thanks for telling me, in the mail it said the event was available for uncolected players and above but now I understand that it ment the alliance and solo objectives only.
