Is this supposed to happen?

@Andremlopes will get back to you about it. Were the solar charges passives?

Viv isn't immune to ability accuracy modifications from mutants. Even if you throw the sp3, she'll never be fully immune, just less likely to trigger it. Domino's ability accuracy reduction affects all abilities, even passives so I think it is supposed to happen but could always be wrong.

I would guess so. Viv Vision has an ability that grants her one solar charge every four seconds. These days, the standard interpretation is that this ability has a base 100% chance to grant that charge, which means it is possible for Domino's abilities to reduce that chance below 100%, which means it can fail, which would generate a critical failure.

When an ability generates effects with a guaranteed 100% chance regardless of effects like this, it should explicitly state that it is immune to ability accuracy reductions. For example, Thor Ragnarok has a passive (Boon of the Gods) that delivers power to Thor when it is triggered, and it is explicitly stated to be unaffected by ability accuracy reductions so it cannot crit fail.

*Most* abilities that trigger effects that do not list a percentage chance and are not stated to be immune to ability accuracy reductions have a 100% chance to occur, but that chance can be reduced. There are probably still some exceptions to that floating around, because this rule wasn't always enforced in the text descriptions.
