Zemo has more defensive potential , Valkyrie has more offensive potential.

I'm not the most well-educated Zemo player, but it seems like he doesn't need his sig as much as Valkyrie? I'd say go with Valk.

Go for Valk if you can take her to sig 200
Go for her anyways
Zem gets dmg increase but it's not really required
