Bug: Heavy Attack Gave Defender 1 Bar of Power That Got Launched During Same Heavy Attack?

I was using Tigra against Galan on Node 48 in Tier 3 AW. Galan launched a Special Attack 1 that I then punished with a heavy attack. The first hit of Tigra’s heavy attack hit Galan, giving him 1 full bar of power, and you can see my second heavy attack hit not make contact because Galan proceeded to launch a Special Attack 1 immediately after my first hit of my heavy attack. This seems like a latency issue in the game I’m hoping can be addressed. Happy to post a video of it as well but these three screenshots show (1) me going in for a heavy attack, (2) my first hit of a heavy attack making contact and giving him a full bar of power, and (3) my second hit not making contact but him using a special attack 1.

There's a bug going around where heavy attacks do not make the defender unable to move. There was another thread in which thing launched a special in the middle of a heavy attack
