Monthly objective progression issues

I became throne breaker in the middle of this month. Prior to doing this, I had already 100% completed the first 2 level 4 side quests. Upon becoming thronebreaker and receiving the level 4 objectives, I noticed that my previous 100 completions have not been applied, meaning I will NOT be able to receive this reward. This is extremely frustrating and I was wondering if this is a known issue. (Pics related
