Successive l1 fired by AI

Fought Cable today in Arena. He fired l1 twice consecutively. I thought it was his power gain but then I fought Joe in Masters. He launched his l1 consecutively too.

Anybody else have this issue?

    I've seen it twice. I avoided both of them. No idea what caused it.

    I've noticed once in arena Iceman throw his sp1 when he was slightly below 1bar of power, it was almost there but not full yet but somehow it wasn't problem to throw the special anyway. Arena's are the most bugged stuff in game imo.
