Yes they should. The rank up gem has the wrong price, but Kabam just hasn't gotten around to fixing it yet. The 4->5 gem is also similarly set lower than it should be (it is set to 722390 instead of the normal rank up cost of 933109). Enjoy it while it lasts, at some point they'll have some intern fix the costs in the spreadsheets, probably when they hire that new economy designer.

Any particular reason besides you'd just rather it be free?

The rank up gem replaces the rank up catalysts. Having them cost gold (and the same amount of gold as using catalysts) is consistent with the rank up gems simply replacing the need to collect the catalysts required.
