Is there a reason why shang-chi can't place a slow debuff on mutants?

I looked in Shang-chi's kit and there was nothing I could find that would explain it.

It’s a part of slow. Can’t apply it to class disadvantage

If you click on the word "Slow" it will show its description where it states that slow does not apply against natural class advantage. This applies to any champion with access to slow
