Match making in glad circuit?

Is the match making in glad circuit is different to that of victory track?
This isn't about "oh I don't want the system to match me with a opponent with better roster"
In victory track when you are in platinum 1 you only match with plat1 Or plat2 Or diamond 1
But in glad circuit, I am matching with opponents from quantum 1 while iam in arcane 2
Is it intentional for players to match whoever in glad circuit irrespective of their position

You will match based on your total points in GC. Relative to Victory Track, there aren’t a lot of players in GC, so you’ll commonly match a tier or two higher or lower than the one you’re in.
