Should we have access to lower tier deals and options?

As a Paragon player we have a certain alpha bundle in the store that is different from the Thronebreaker and cavalier bundles.
I don't understand why we don't have access to these deals as well. I am also Thronebreaker and Cavalier. I would have liked to buy a TB bundle which had some t5b and t2a in it but I can't.
I didn't want to spend anything on the paragon deal because it sucks, since you could spend 30$ on daily specials and get t6cc but as a selector in the new store so why would I spend the same, get less, and it be random.
When you make Paragon you should have access to all levels of progression.
Same thing with the daily specials. I also think I should be able to use Paragon stamps to get any of the selectors in the store. Why should I have to buy the cavalier daily special to get the 50% t5cc?
I firmly believe that, as you climb higher in progression in the game it should open up all lvls below you and not lock them from you.
Why is it like this?
It should be changed so that everybody has options if they wanted to get something in a progression level that they have passed.
Nobody loses their titles they just gain more. Or am I wrong?

For example, a sig stone deal: Paragon players have access to 100 6* sigs, while TB players have access to 25 6* sigs. With the current system, this is as straightforward as it gets. They want Paragon players to have 100 sigs and TB players to have 25, and that's exactly what they get. If they changed this, Paragon players would suddenly have access to 125 6* sigs, while TB would only have access to 25. Clearly that's not what they want, so they would instead give Paragon players 75 6* sigs plus the possible 25 if you buy the extra deal. That way Paragon players would still have access to 100 6* sigs and TB would still have access to 25, but only if Paragon's buy both deals. Or, if they were only worried about the Paragon economy, they would just remove the 25 sigs from the TB deal entirely.

Also the sig stone example isn't what I am talking about because that is the same item but in the alpha basic bundle it's a different package altogether. I have a shortage of t5b and t2a and ìf it's offered to TB it should be offered to Paragon. I shouldn't feel like I am losing out because I've accomplished more and now that the t6cc have been made into this super rare expensive item kabam throws it into a deal and that's it.
Really all the deals should be the same just with more as it gets higher. That would be way more fair.
But instead they took all the t5b and t2a out and replaced it with the t6cc. Paragon should get the same but more then TB and TB should get the same but more then cav, and so on
The Paragon deal not being beneficial to you would be much better solved by Kabam altering the Paragon deal to fit Paragon rosters of all sizes rather than what you're suggesting.
Different bundles are targeted at different player progressions and are designed in such a way that they attempt to offer reasonable value for the majority of the targeted players. That "reasonable value" is not always going to be super high.
If the Paragon offers contained everything within the TB offers, they wouldn't also contain everything in the Paragon offers today, because that would then inflate the value of the offer to be higher than intended. And it doesn't matter if you personally don't think those things are worth all that much. They have an absolute economic value whether you want them or not, and that's how they are counted in the bundles.
Most offers have limits. That's because there are multiple economic constraints being satisfied by the offers. The devs have to consider what the value is for someone who buys any one offer. But they must also consider what the maximum value possible is if a player buys all of them. So even if the TB offer is reasonable for the price and the Paragon offer is reasonable for the price, it might not be reasonable for a player to be able to acquire both. If you allow players to acquire both, the value of each would likely drop.
If you want to buy everything, the stuff in those offers would likely drop. If you want the Paragon offer to be the TB offer plus more, it is going to be just a little bit more. It will not be the high tier stuff that Paragon's want.
AND THIS SHOULDNT BE TAKEN AS WE WANT TO BUY THE TOP TITLE DEAL TO GAIN ACCESS TO THE LOWER TIER DEAL BUT THAT WE CAN CHOOSE. OBVIOUSLY
